The Ghost was the disguise of Chancy Roberts.
Physical appearance[]
It's a blue ghost in a torn cloak surrounded by a white glow. It also has a sharp tooth mouth and red eyes.
Personality[]
It's a hostile, silent and sneaky spirit. Sneaking around the fair and attacking those where they at least expect it.
History[]

It had been haunting the fair for a good while, and scared away and ruined peoples fun, this caused the gang's friend Rita to call the gang to come help, but didn't go into full detail about it.
After Rita explains about it, a simple trap was made involving the classic use of a net, Shaggy and Scooby unexpectedly get attacked while goofing off at Ducky's game, and used estimations on how long they had to run back to the gang and Rita for them to spring the trap on the Ghost.
Chancy Roberts unmasked.
The ghost was then revealed to be Chancy Roberts, a well known treasure hunter who was trying to get his hands on some loot pirates left under the floors estimated built boardwalk.
