The Phantom is made out of green water with black eyes and mouth.
Personality[]
It appears to be intimidating when it was encountered by Shaggy and Scooby-Doo on the lake, judging by its angry scowl.

Season 1[]
After Joker scared Shaggy and Scooby into the rowboat with his ghost disguise, Penguin turns on the Fearsome Phantom Fountain to scare them on the lake.
After seeing the Phantom, Shaggy and Scooby jumped out of the boat and into the lake where the Phantom chased them back to shore. As the duo reached shore, Scooby sees the Phantom sink back under the water (Penguin turned off the fountain), much to Shaggy and Scooby's delight and relieve.
