Fake Fred was the disguise of Brad Chiles. His poor acting made it a very bad imitation. He was stuck with this look until he was consumed by the Evil Entity.
Physical appearance
He looked physically identical to Fred; blond hair, prominent chin, orange ascot, etc.
Personality
He was rude to everyone who was supposed to be his friends, insulting Daphne Blake, Velma Dinkley, Shaggy Rogers, and Scooby-Doo. He was also bad with names, called Shaggy, "Norbert," instead of "Norville" (even the latter would have had been a bad mistake, since Shaggy only goes by his nickname).

While seemingly hiding within a mirror, his arms stretched out wildly as if he had gained some form of elasticity.

Season two

He used plastic surgery to impersonate Fred, while his wife, Judy (surgically changed into Old Daphne), tried to trick the real Fred by saying that the Planispheric Disk destroyed Crystal Cove by speeding up time turning everybody to skeletons. He used a radio to look for the Disk in the real Crystal Cove while Fred looked for it on a movie set made to look like the destroyed city.
