Velma built it for Fred to trap the San Franpsycho. According to Fred, when Scooby and Shaggy go past Fred while they lure the monster in the Grind Games, Fred would activate it. The helmet would attract its hook. But the trap had failed because just as it was attracting the San Franpsycho hook, it got attracted towards a passing vehicle; thus, the San Franpsycho escaped the trap.
