The Elderly Ghost was the disguise of Johan the goat herder.
Physical appearance[]
The ghost was an old man with long hair hanging on the back of his head, along with a mustache and beard. He wore a hooded robe over a pair of shorts, long socks and shoes. He also carried around a scythe.
Personality[]
He's very wrathful and violently attacks people wandering around at night, claiming their time is up.

The ghost seemingly appeared around the time renowned watchmaker, Gustav Takhammar, created the clocktower. The gang had an encounter with him one night after discovering he left footprints behind, but couldn't get a word out of him as he escaped and disappeared by a nearby shop.
After going around questioning suspects, Shaggy and Scooby discover a hidden door that led to a very long tunnel, but while checking about, the ghost attacks them again, but before he could give chase, Fred intervenes with evidence of who the ghosts true identity was.

Johan the spy unmasked.
With some snooping done around Johan's farm and the belfry done by Fred, he was able to determine that he's responsible. Johan was secretly a spy for a foreign government, and had been in meetings by the belfry at night, while secretly keeping stolen microfilm hidden in the bellies of his goats and trying to shut down the clocktower to prevent the herds from stampeding or coughing up the microfilms. Johan was then taken out of the tunnel and arrested by the authorities.
