The elder member of the Venture space program wanted revenge after it was shut down, dressing up as the Space-Age Specter to scare everyone at the Space Camp.

He is an elderly man with gray hair, while he was never shown in person other than his unmasking, the picture of him with the Ventures space program shows him wearing a blue uniform over a orangey-brown shirt.

He was eager to go to space, but soon became furious and took his revenge against the Space Camp for aborting the launch.

He had trained his whole life wanting to go to space, despite being old. It was his last effort.
He joined the Ventures space program, but the launch to space was soon aborted do to technical issues and everyone was decommissioned.
One week later, he disguised himself as the Space-Age Specter to get revenge on the Space Camp for aborting his last efforts on going to space, Mystery. Inc happened to arrive, they foiled the man's plan and he was taken to custody by the police.
