El Pombero was the disguise of Julio.

The pombero is a short gray skin goblin with messy black hair and it wore a piece of cloth around it's waist.

He was rather mischievous and enjoyed the pranks he committed, like letting out the ranch owners cattle and putting it into a stampede.
History[]
The Batman & Scooby-Doo Mysteries (2022)[]
El Pombero was a mischievous goblin who terrified a ranch owner in Argentina, which brought the attention of the countries version of Batman. El Gaucho, who was then joined in by Robin, Man-of-Bats and the two cowards (who were looking for hints on Ra's Al Ghul's location) dealt with the goblin as it caused a stampede with the ranch owners cattle.
Julio unmasked.
Even though nobody had honey to give the Pombero as a gift, it was instead caught by El Gaucho's Bati-Boledora, and then unmasked as Julio, the neighbor of the unnamed ranch owner who wanted to get his property instead. He also had no intentions of working with Ra's Al Ghul as his scheme had no involvement.
