Dr. Cutler is a bad guy who schemed to get gold at the bottom of a lake. In a questionable act of the gang, he was able to get away.
Dr. Cutler is wearing a brownish-gold coloured diving suit (with his neck covered in seaweed), completely hiding what he looks like underneath. He also wore gray and light gray boots.

Dr. Cutler was captured by the gang for trying to steal gold from the bottom of a lake, but realized his plan was incredibly boring after the gang, and the police, grew sleepy listening to Velma explain it. When Fred received a message from Chuck Mangum asking for help, the gang and the police left Dr. Cutler standing on the dock and he was able to escape by diving back into the lake. (Game of Chicken)

- Dr. Cutler is based on Captain Cutler, from the Scooby-Doo, Where Are You! episode A Clue for Scooby Doo. He was called Dr. Cutler in his first appearance, but still credited as "Captain Cutler." Unlike the original incarnation, where he was pretending to be his own ghost, in Game of Chicken, he's using a diving suit for an entirely different purpose. In The Curse of Half-Beard's Booty, he was retconned from being nothing more than a recurring gag into being to someone who's apparently been behind virtually every case the gang has solved, and is now also called Captain Cutler. He has also been switched from Matthew Lillard to Jeff Bennett, further refining the character.
