Dove Hepburn was originally conceived as the sixth member of Mystery Inc. by Scooby-Doo creators Joe Ruby and Ken Spears in 1969.

However, as the concept for Scooby-Doo, Where Are You! evolved, the creative team decided to streamline the main cast to five characters — Fred, Daphne, Velma, Shaggy, and Scooby-Doo — focusing on their chemistry and the balance within the group. As a result, Dove’s character was scrapped before the show entered production, leaving her as an intriguing "what-if" in the series' early development history.
