The clown was the disguise of Mulway Yawlum.
Physical appearance[]
The clown is a hunched over man with orange hair, pale face paint, white eyes, a red nose and big lips. He wore a red and white hat, a yellow jumpsuit with red fluff balls on the chest, and large clown shoes.
Personality[]
He spoke in an Italian accent, and was not a great seller do to weirdly including stuff in the ice cream, an example being putting pebbles in a chocolate cone when making the "Rocky Road".

Scooby-Doo (Archie Comics)[]
The clown (for whatever reason) showed up announcing some ice cream being sold at his cart, while everyone else was busy solving the case of a ghostly hound, Daphne went over to him and asked for a Tutsie-fruitsie, which he responds stating he's only selling chocolate flavors. She instead decides to get Rocky Road, which happened to have pebbles inside it as he didn't understand what she actually meant.
He still stuck around driving by to find some more customers, as Velma had prepared something to work against the Hound when it shows up again.
Mulway Yawlum unmasked
With a flip of a switch from Velma's reverse controlled tracking device, an electric beam zapped at the Hound of the Basketcases when it came out to attack everybody, then towards him and his cart, causing him to fall backwards. He was revealed to have been controlling the robotic hound, and in a shocking turnofevents, the clown was a disguise worn by the estates banker, Mulway Yawlum, who confesses that he wanted to scare away the Basketcases in order to buy the land and retrieve it's gold after discovering it was actually there.
