Charlie was an employee at Ha Ha Carnival.
Physical appearance[]
Charlie is a large man with dark black hair and stubble around his mouth. He has a very round nose and several missing teeth. He wears a black leather jacket covered in metal buttons with a white tank top underneath and a pair of large glasses.
Personality[]
Charlie, to most people, seems like a cool guy. He’s deemed to be painfully unfunny by several people. Charlie isn’t the brightest, commonly accidentally leaving clues behind, and he seems to lack common sense. The man is very spiteful, going on a criminal rampage, endangering many lives simply because he didn’t get the job he wanted.

Charlie unmasked.
Charlie was a dart attendant who worked at Ha Ha Carnival who dreamed of being a clown but was always rejected when he applied. He became bitter, so he decided to enact his revenge by running the carnival out of business as an evil clown, by sabotaging the park so he could buy it and make himself a clown.
When he’s not dressed up as an evil clown, he manages a dart stand that requires tickets. When Shaggy wins the dart game by popping all the balloons, Charlie gives him a teddy bear. If anyone looks at a specific window in the Camera Obscura, he quickly puts on his costume and scares them.
He’s later captured when Shaggy and Scooby lure him into a lion cart by making him think he was approved to be an official clown. After the trap, he’s unmasked, he curses the gang for fooling his plans and curses the Ha Ha Carnival's manager for never thinking he was funny. Charlie is about to be brought to the authorities, but the manager says he has other plans for Charlie’s fate. At the hammer game, Charlie is tied to the game, and then, presumably, the strong guy hits the game with the hammer, sending Charlie into orbit before he goes back down to Earth.
