He knew about pirate treasure buried underneath the Crystal Cove Fair, so he dressed up as a ghost to scare everyone away so he could find it and get filthy rich.
His plan was soon foiled when Rita, a friend of the gang, called them over to help with the fair, they built a trap and caught him and he was taken away from the police soon after.
