The Cat Creature was one of several disguises of Lorne Chumley, who was scaring people away from the site of his new film.

The Cat Creature has an ape-like body with brown fur. Hair juts out on either side of his neck in a similar manner to his pointed ears. He's got thin eyes, sharp teeth and an ape-like mouth.

The New Scooby-Doo Movies[]
The Cat Creature was not used as part of Lorne Chumley's plan to scare people away from the site of his new film, but rather was the character he was portraying for the film. Chumley believed the film with this character would result in his comeback as the world would cheer, shudder and swoon at his talent.
The Cat Creature was first spotted by Scooby and Shaggy in the basement, as Otto directed a scene with Chumley in the costume. The creature primarily roared, and in the scene it was meant to be raining "cats and dogs." A wind machine caused Scooby and Shaggy to trap Otto and the Cat Creature against a backdrop, following which Don Adams unmasked the creature.
Lorne Chumley finally unmasked.
Under the initial Cat Creature mask however was one bearing a striking resemblance to William Hanna, followed by another of a man with a Salvador Dalí style mustache, followed by one last one of a woman with red hair, before Lorne Chumley was finally revealed.
