The Carnival Creep was a spare costume that was in the got stolen by Otis Owens, the younger brother of Oscar Owens and one of the sons of Orville Owens, and begun haunting the Owens Family Carnival.

It first attacked Shaggy and Scooby when they were goofing off at the hall of mirrors and chased them out of the place.

A puppet of the Creep was later found used as a pop up scare when people play the "Hit the bottle" game, where a string would pull it up after a bottle was knocked over.

However, the actual Creep was discovered attacking a Ferris wheel and jumping from one cart to another, the gang quickly approached the area, but only to discover that Otis Owens didn't see the Creep, and a costume was found slumped on the ground.

After a little cotton candy mess from the two gluttonous cowards, a trap was made by Fred and the girls thanks to it, Shaggy and Scooby were used as bait as usual and lead the Creep down a spiral slide. The two of them made it down, and the rest of the gang pulled down a makeshift cotton candy web and caught the Creep as it came down the slide.
