Carlos Alazraqui is an American actor, comedian, writer, and producer, possibly best known for his role as Deputy James Garcia in Reno 911!. Voice roles include Rocko of Rocko's Modern Life, Mr. Crocker of The Fairly Odd Parents (which also features Grey DeLisle), the Chihuahua in Taco Bell commercials, and Néstor in Happy Feet.
