Carlos Alazraqui is an American actor, comedian, writer, and producer, possibly best known for his role as Deputy James Garcia in Reno 911! Voice roles include Rocko of Rocko's Modern Life (which also stars Tom Kenny and Charlie Adler), Mr. Crocker in The Fairly Odd Parents (which stars Tara Strong, Daran Norris, Susanne Blakeslee, and Grey DeLisle), Monroe in The Life and Times of Juniper Lee (which also stars Kath Soucie, Strong, Colleen O'Shaughnessey and Candi Milo), Lazlo from Camp Lazlo (which also stars Jeff Bennett and Kenny), and the Chihuahua in Taco Bell commercials.
