The bank robbers impersonated tourists while trying to retrieve their stolen loot in Notre Dame.
Physical appearances[]
They were both adults (possibly twins) with black hair, with the left one being a large build and the second one being tall and skinny. They both wore black sunglasses and tan hats, coats and pants.

They both committed a bank robbery and hid their loot in Notre Dame, the place was later overrun by tourists leaving them unable to sneak out.
They hatched a plan to get the loot out, one of them would scare people off while in disguise as an undead version of Quasimodo.
They were both blending in with the tourists when the gang arrived and are talking to the cardinal, when the crowd began to spread apart, they split up in two different directions. With one doing the scaring and the other simply taking various briefcases containing the loot.

One of the robbers unmasked.
The gang ended up running into the one dressed as Quasimodo and unmasked him and retrieved the stolen loot (which was the last bag he hid under the back of his shirt to make it look like he had a hunchback.) The other one showed up completely unaware on what happened to his partner and demanded the last bag, only to get tackled by Scooby who was hiding in the back of the Quasimodo costume.
Soon after, the two robbers were finally arrested.
