Season Two[]
After being thrown from the Caterpillar Ride, Scooby-Doo and Shaggy crash into the balloon stand, where Dick Van Dyke and the rest of the gang go over to check on them. During their conversation however, nobody notices the Ghostly Strongman inflating a large balloon nearby, which he proceeds to attach to the stand, sending it floating up into the air with Scooby and Shaggy still inside. If this wasn't startling enough to everybody, the ghost then proceeds to use a mirror to pop the balloons, eventually leaving Scooby and Shaggy clutching to the large balloon before popping that as well, sending them falling to the ground.
In the initial shots, the stand appears to be on a pallet, on which the balloons (that only come in red) are presumably tied, though in shots while it's airborne, the base appears to be solid. Signage surrounding the stand similarly starts out with it reading "Balloon," with airborne shots later showing it to read "Balloons." Near its location on the ground, though not in the stand itself, there are several helium tanks. It seems safe to assume this stand was destroyed when it fell to the ground.

- Being that the ghostly strongman was able to inflate a large balloon without being seen, seems to suggest he wasn't located at this one, implying the existence of possibly more balloon stands at the carnival.
