Agent 13 is an elderly White man and, like his co-workers, he wears a gray uniform that covers most of his body except the face area that is below the eyes and a number on the top left chest.

Season one[]
Dr. Phibes asked agents 3-13 if they had found the location of Dr. Albert Shaggleford and his nanotech formula yet, but only Agent 3 was brave enough to say no.[1]
Aboard Phibes's cloudship in Mount Zeryodelwietzen, Agent 13 snickered at two agents who were attempting to set up a homing beacon while wearing polar bear suits which were missing eye holes for them to see. After Phibes discovered Shaggy Rogers and Scooby-Doo interfering in his plans, he ordered Agent 13 to search for the nearest, most vicious agents in the area, with him finding Misty Swiss and her attack dog.[2]
He ate leaves as part of a longevity experiment. (Don't Feed the Animals)
