The 10,000 Volt Ghost was the disguise of Mr. Voltner, who faked his death and pretended to be his own ghost in order to scare people out of Winterhaven.
Physical appearance[]
The 10,000 Volt Ghost is a pear-shaped, orange-colored electrical mass with two arms and two legs. Yellow sparks surround the edges of its body.
Personality[]
Incapable of human speech, or of articulating himself. His attempts at verbal communication consisted of loud growling and mumbling sounds.
Powers and abilities[]
He had a powerful electrical field around him that he could apparently regulate. He could melt metal at will, while also being capable of opening and closing metal file cabinet drawers without melting or damaging them.
History[]
Early life[]
According to stories, an electrician who died in an accident at the Winterhaven Power Plant became the 10,000 Volt Ghost.
The Scooby-Doo Show[]
Season one[]
He and Mayor Dudley were scaring people off in order to buy the land cheap, because they knew a new highway would be going through the land, so they stood to make a large profit from the sale of the land.
Scooby-Doo (DC Comics)[]
He was one of the monsters running around Big City when the crooks escaped from The Big City Penitentiary The gang went undercover in the prison to find out what was going on. And, he was busted along with all of the other monsters and sent back to prison for helping out with Warden Brown's evil plan; cause the selling of the prison's land.[1]

Voltner's 10,000 Volt Ghost costume was seen at Coco Diablo's Factory where Coco Diablo gave to the Mayor of Winterhaven, who was really Shaggy and Scooby in disguise, as a sting operation for Coco's arrest and to shut down her factory.
